What Is a Low-Speed Vehicle (LSV)? NEVs Explained

A low-speed vehicle (LSV)is a federally defined class of four-wheeled motor vehicle that can travel faster than 20 mph but no faster than 25 mph. You'll also hear the term neighborhood electric vehicle (NEV) — an NEV is simply an electric LSV, the kind popularized by brands like GEM and now built by Bintelli, Tomberlin, ICON, Evolution, Garia, STAR EV, Denago, and Advanced EV.

The Federal Definition (FMVSS 500)

Under Federal Motor Vehicle Safety Standard 500, an LSV must be manufactured with specific safety equipment, including:

• Headlamps, tail lamps, and stop lamps
• Front and rear turn signals
• Reflex reflectors
• Exterior mirror(s)
• A parking brake
• A windshield of approved glazing
• Seat belts for every seating position
• A 17-digit VIN, like a car

That last item matters more than people expect: the 17-digit VIN is what lets a state DMV title and register the vehicle, and it's one of the first things an insurance underwriter asks for when quoting an LSV.

LSV vs Golf Cart vs “Street-Legal Golf Cart”

A standard golf cart tops out around 19 mph and is not built to FMVSS 500. Some towns allow permitted golf carts on certain roads, but that local permission doesn't turn a cart into an LSV. Where Can You Drive an LSV?

Most states allow registered LSVs on roads posted 35 mph or less (a few allow more). A valid driver's license is generally required, and the vehicle generally needs registration, a plate, and insurance that meets the state's financial responsibility rules. Rules vary meaningfully by state — Florida, for example, applies its no-fault law to street LSVs, which means PIP generally applies (see our Florida page).

How LSV Insurance Tends to Work

Because a street-registered LSV is treated like a motor vehicle, the intention of an LSV policy is similar to an auto policy: liability protection designed to satisfy state minimums, with optional physical damage, theft, medical, and uninsured motorist coverages depending on the program. Many mainstream auto carriers choose not to write the class, which is why specialty markets — and a phone call to a call center that knows them — are usually the fastest route to a quote.
